Innovations and Absences in the Management of Heritage in São Paulo

This article presents an overview of the experience of the management of the DPH - Department of Historic Heritage - in the City of São Paulo from 2013 to 2016. We understand that the city heritage is an urban issue and that it has not been treated as such. From 2013 on, we proposed a turning point in the DPH trajectory, giving greater visibility to the historic heritage of the city, streamlining processes and seeking integration between spheres of government, involving the decisions of CONPRESP and the city hall's own bureaucracy. However, we still lack the perspective of formulating urban projects for historical neighborhoods: the city center, the Bexiga and the Luz’s area. We also sought to broaden the concept of heritage and more effective and democratic forms of its valorization and protection. These were the innovations we tried to introduce in our management. The article is structured in four parts: firstly, we present the history of preservation actions in the city of São Paulo then, we describe the critical evolution of the DPH in its 40 years of existence and, finally, we point out the innovations introduced in those four years without, however, a real integration with Urban Policy, neither the realization of urban projects. is our conclusion.
