Abstract

The article intends to bring up the subject of land regularization, but regarding housing estates implemented by the government. With the approval of regulatory frameworks, through Federal Law n. 11,977/2009 and later Federal Law n. 13,465/2017, there was the possibility of significantly advancing the regularization of public housing production. There is, however, a long way to go for innovations to be effectively implemented, so as to allow their inclusion in the formal city, giving legal and urban security to its residents. With a script summary of the actions necessary for regularization, it is intended to show the various aspects that should be addressed during the process, its complexity, and its multidisciplinary character.

Vera Maria Leme Alvarenga, CDHU

Graduada em Arquitetura e Urbanismo pela Universidade Mackenzie (UPM). Atuou na Superintendência de Habitação Popular (Habi) da Prefeitura de São Paulo de 1989 a 1995 e na aprovação e regularização de conjuntos habitacionais de 1995 a maio de 2021 na Companhia de Desenvolvimento Habitacional e Urbano do Estado de São Paulo (CDHU).

Francisca Leiko Saito

Graduada em Engenharia Civil pela Faculdade de Engenharia São Paulo (Fesp) e especialista em Direito Imobiliário pelas Faculdades Metropolitanas Unidas (FMU). Atua na Companhia de Desenvolvimento Habitacional e Urbano do Estado de São Paulo (CDHU), na aprovação e regularização de conjuntos habitacionais.
