Urban environmentalmanagement and the neighborhood impac study

In Brazil, throughout its urban policy stated by the City Statement, it starts to be delineated a pro sustainability path aiming social equity and the environment quality improvement. It counts on instruments like the Neighborhood Environmental Impact and its Report (EIV / RIVI in Portuguese). Considering the city of São Paulo scenery, this work objective is to analyze the legal aspects that enable that the neighborhood impacts’ studies be applied on the environmental urban perspective. Methodologically the focus is on the legislation related to the neighborhood impacts issues, detaching the City Statement and pertinent literature. These legislation analysis results show that it would be possible to use the City Statement in a more coherent way, as its guidelines permit to make a change of the legal procedures, toward the implementation of a democratic and participative urban environmental management, like it is proposed by the city Organic Law from 1990.Downloads
