The Projects for the Pacaembu District and the Urbanistic Debate in São Paulo

In 1913, the Cia City presents a first project for a plan of urban development of Pacaembu. The São Paulo Municipality refuses the project and this fact ends up leading the company to invite the eminent English architect Barry Parker to resolve the pending Pacaembu, design for new housing developments in the city. The technical dialogue established between Parker and the Director of Municipal Works, Victor da Silva Freire, leads to a review of regulatory urban planning, leading to the adoption of a new law, more advanced in environmental and technical terms - the Law 2611/1923. The present study uses unpublished documentary sources about the project for the neighborhood - and not only shows the close Freire connection with the then new international urban ideas, but also the possibility of a new project being approved for the Pacaembu area, inaugurating a deployment model that would be expanded to other areas of the city.
