Public Interventions in Slums for Provision of Infrestructure Networks - Water Supply and Sewage: Perspectives and Limits of Accessibility to the Urbanized World

The paper presents results and analysis of research carried out within the Laboratory of Urban Networks IPPUR-UFRJ about the effectiveness of attempts to implement social networks, water and sewerage services in slums of Rio de Janeiro and Salvador. From the 1995 the Brazilian government, together with multilateral agencies that contribute resources and dictate certain standards and norms for the allocation of basic urban services in slum areas, are launching programs to raise Water and Sewer reflections on their actual impact on change the existing framework and way of life of the target communities. In the absence or lack of articulation for Acess to water and sewer the lower classes living in slums configured to meet the daily practices from these basic services. Programs despite carrying works do not take into account the culture consists of those practices; not propose a generalization of care, creating "islands" of services, there is work incomplete and of poor quality, and a mismatch between deployment over water drainage, with a real impact for inclusion in the urbanized world.Downloads
