Urban Master Plan - Instrument of Social Inequalty: An Analysis of Vitória da Conquista - BA

Think about the city as a democratic and accessible space to all is the thought in vogue. Since the 1988 Constitution, legal mechanisms are sought so that the population has the right to the city and do not remain on the margins of their guarantees. The Master Plan of Vitoria da Conquista municipality shows that the central areas have more public attention power at the expense of surrounding areas, making the city inaccessible to much of the population. The municipal government has sought mechanisms to organize the urban space through the land use ordinance and planning the development of urban space. The guidelines emphasize the social and economic dichotomy, giving unequal treatment to the demands of the areas of urban space. The realization that the PDU is a municipal law that promotes social segregation is not limited to the Bahian municipality; the fact is verifiable in other cities. Moreover, it is identified that, over a large part of the urban population, that a small area concentrates the largest share of public investment, a hint that there is social progress and continue for the whole city.
