Habitação social e a Operação Urbana Consorciada Água Espraiada em São Paulo

In the city of São Paulo, the Urban Operation Consortium constitutes an urban device previously used to the approval of the City Statute, in response to the demand of public policies in the reconstruction process of new spatial bases of production. This article is the result of a Master research and it aims to demonstrate the impact of the urban instrument regarding the social improvements and the economic and social assistance program for the population directly affected by urban operation, focusing on the implementation of the Social Housing. For this purpose, a case study analysis of the urban operation consortium of Água Espraiada was held, taking into account the relationship between the tax revenues and the implementation of social housing as well as the number of families served. The results indicate no significant impact on the implementation of social housing and towards the legitimate right to the city by the greatness of the benefits obtained by the real estate market and high resources assigned for roadworks. At the same time, it points out to the need for changes in the application of the instrument such as its priorities, which includes greater attention on building social urban facilities and real possibilities for maintaining the population in the same place.Downloads
