Urban Design and Public Policy: Urban Operation Tietê II in Osasco

This article is the result of the research for a master’s degree dissertation, completed in 2014, which analyzed the paradigmatic case of the Urban Operation Tietê II in Osasco, focusing on the process of development of this urban project. The design by Vigliecca & Associates was based on the principle of observing local reality and deriving the urban design from this reality, in order to generate an urban plan that is materializes in the legislation that orients this Urban Operation. Its methodology avoids the usual logic of urban development projects that follow the linear sequence of diagnosis, guidelines, program and project, usually guided by numerical urbanistic parameters. It reveals, within the field of academic research, the need to explore alternatives for the development of urban projects that can contribute to urban development in peripheral capitalistic countries such as Brazil is the case, focusing on the work process and not just on the final product, supported by differentiated urban management.
