Abstract

This research aims to present a qualitative and quantitative analysis of the regulation of land use and occupation instruments based on building rights, indicating how they can contribute to the adaptation and mitigation of climate change in the city of São Paulo. For this, an analysis of the panorama of the legislation, building rights and climate change is developed and future scenarios with a horizon set to 2035 are explored to identify how building rights revenues and contribute towards a low carbon city, besides the adoption of a Sustainable Transit Oriented Development strategy (TOD).
