Abstract

The city of São Luiz do Paraitinga, a historical and cultural reference of the Paraíba Valley of São Paulo, was ruined by a flood in 2010, as a result of the overflowing Paraitinga river that surrounds the city. This cataclysm reached referential buildings and the historical nucleus listed (from 1982) by Condephaat, causing the partial or total destruction of diverse goods. In post-disaster actions, one of the highlights was the reconstruction of the São Luiz de Tolosa Church in 2013, one of the main references in the memory of its inhabitants. From an approach encompassing cultural heritage, collective memory, legal milestones before the flood, disaster description, post-flood emergencies were highlighted, in which community involvement in synergy with the actions of the civil defense and patrimonial organisms, guaranteed a process of strong resilience, which was the mark of the reconstruction of the city.

Graduado pela Faculdade de Arquitetura e Urbanismo pela Universidade de São Paulo (1978-1983). Formação complementar em Engenharia Civil pela Escola Politécnica da USP (1975-1978). Diplomado em Literatura Francesa pela Universidade de Nancy (Nancy III- Alliance Française- 1980). Mestrado em Administração Pública e Planejamento Urbano pela Fundação Getúlio Vargas /Escola de Administração Pública (1985-1990). Doutorado em Estruturas Ambientais Urbanas pela FAU / Universidade de São Paulo (1990-1995). Pós-doutorado em Urbanismo pela Technische Universität Wien - Austria (2010). Estágio senior em Estudos Urbanos na Radboud University - Holanda (2013). Em 2003, foi Diretor do Patrimônio Histórico de São Paulo (DPH) e Presidente de seu Conselho de Preservação (CONPRESP). Desde 2000 é professor-adjunto da FAU da Universidade Presbiteriana Mackenzie, onde exerceu o cargo de Coordenador da Pós-Graduação em Arquitetura e Urbanismo (2001-2003) e de Coordenador Geral da Pós-Graduação (2004-2008). Professor-convidado no curso de Doutorado em Urbanismo, na Universidade Lusófona de Humanidades e Tecnologias de Lisboa (desde 2004). Assessor científico da Capes, do CNPQ, da Fapesp e do FCT-Portugal.(desde 2001) Bolsista Produtividade em Pesquisa pelo CNPq - desde 2006 - nível 1-D. Áreas de atuação: História do Urbanismo, Projetos Urbanos, Patrimônio Cultural e Assentamentos Informais.
