SÃO LUIZ DO PARAITINGA: DA RECONSTRUÇÃO PÓS-ENCHENTE ÀS POLÍTICAS DE PREVENÇÃO E CONSERVAÇÃO URBANA

Facing floods in urban areas has become more frequent in Brazilian cities due to the increase of the records of this phenomenon in the last decade. This research proposes to raise, report and analyze urban management procedures necessary for the recovery of the architectural and urban heritage of the city of São Luiz do Paraitinga, in the Paraíba Valley, State of São Paulo, destroyed by a flood occurred in January, 2010. It takes as reference on one hand the history of Brazilian cities — whose genesis lies in the process of colonization — and the emergence of urban centers along watercourses and on the other, the city's current territorial condition as cultural state and national heritage. The study focused on analyzing the urban guidelines used in the reconstruction, assessing the effectiveness of intervention decisions on improving the quality of life of its residents. Aiming this the procedures proposed for situations of environmental disasters were studied, mainly in international charters and critical bibliography on the subject produced in recent years, while analyzing technical documents and data produced during and after the recovery interventions. As a result it was possible to build a summary table on the description of the actions taken and the instruments used in order to serve as reference for other cities that may suffer similar environmental occurrences and reconstruction processes.
