Abstract

The implementation of the City Statute was a landmark of popular participation in the management of urban policy. The elaboration of participatory master plans gave visibility to social participation in urban planning, opening space for democratic management, in which society’s contribution to public management is consolidated. One of the paradigms that contributes to citizen participation is the concept of smart cities, in which information and communication technologies (ICTs) are used as a tool in this process. In this sense, the objective of the article is to analyze community participation in the review process of the Participatory Master Plan of Passo Fundo, in Rio Grande do Sul, as well as the means of participation and validation of this process. Regarding the methodology, the bibliographic research and data collection processes were applied. The results showed that popular participation in the revision of Passo Fundo’s Master Plan occurred through several discussion spaces, with 963 contributions from the community; however, only 1.23% of the municipal population participated. Thus, in order to have a democratic management capable of making possible the exercise of the right to the city, Passo Fundo still lacks a more effective social participation in the Master Plan revision process.

Thaísa Leal da Silva, Postgraduation Program of Architecture and Urbanism, School of Engineering and Applied Sciences, IMED

PhD in Electrical and Computer Engineering from University of Coimbra (UC) – Portugal in 2015. Graduated in Computer Science from Federal University of Pelotas (UFPel) – Brazil (2006) and Mastered in Microelectronics from Federal University of Rio Grande do Sul (UFRGS) – Brazil (2009). Currently Thaísa Leal da Silva is a Professor of the Architecture and Urbanism Mastering Program (PPGARQ-IMED) and in the Undergraduate courses in Architecture and Urbanism, and Computer Science at Faculdade Meridional - IMED in Passo Fundo/RS, Brazil. She is a member of the Research Group on Sustainability and Innovation (GPS) of UFRGS, Center for Innovation and Assistive Technology in Architecture and Urbanism (NITA-AU), and Center of Studies and Research in Urban Mobility (NEPMOUR). Her research is focused on Sustainability, with emphasis in Smart Cities, Energy Efficiency, Urban Mobility and Inclusive Architecture.
