Abstract

Este artigo descreve a proposta de um Índice de Mobilidade Urbana Sustentável (IMS) construído a partir de indicadores alimentados por dados anuais fornecidos por instituições brasileiras. O IMS foi aplicado em dez dos 31 municípios da Região Metropolitana de Porto Alegre (RMPA) e revelou as deficiências no planejamento e na gestão da mobilidade regional. Em âmbito municipal, revelou a fragilidade do poder público diante das operadoras do transporte coletivo urbano e a ausência de diretrizes de promoção e do controle do transporte não-motorizado.
