Abstract

Acemoglu and Robinson (2012) state that institutions underpin the historical, economic and political trajectory of a society. In turn, the literature on economic complexity and state capacity argues that the profile of the productive structure and the degree of structuring of local governments influence the formation of more inclusive institutions. The present study seeks to evaluate whether the profile of the productive structure influences the inclusion pattern of local institutions. To this end, the Urban Property and Territorial Tax (IPTU) is used to measure the presence of inclusive or extractive institutions in Brazilian municipalities and the Shannon entropy indicator to measure Economic Complexity. In this context, System-GMM panel regressions and Granger causality tests are estimated for 5,568 Brazilian municipalities. The results obtained indicate that the presence of a more complex productive structure positively influences the formation of more inclusive institutions. Furthermore, the number of public servants and the degree of qualification of the civil servants show that state capacity also contributes to the formation of inclusive institutions, while the lagged IPTU has a negative influence on current revenue.
